Foam packed around a cable pass-through slows dust and spray before they reach the electronics. It compresses and crumbles with age and chemical exposure, and seldom goes back neatly once disturbed, so fit a new pad whenever the cables through this hole are pulled or replaced. Remove every scrap of the old foam first so the new pad sits flat.
Nearby on the sheet are the cable rubber stopper at callout 18 and the front shell bottom plate at 14.
