A vision sensor needs a steady mount, and this pad is there to damp vibration at the sensor. One that has hardened, cracked, torn or been compressed flat passes more shake through, so replace it whenever the sensor is out.
On the T70P sheet it is numbered 23, between the M30-HC02380080-094020-5103-Y screw and the binocular fisheye sensor. The T25P diagram has it at 29, next to the same screw.
